The Fulbright Advanced Research and University Lecturing Program AY 2027–2028 is now open to qualified Filipino academics and professionals seeking opportunities to conduct advanced research and/or teach at U.S. institutions. The program offers grants of three to four months for research and up to five months for programs with a university lecturing component, with financial support covering airfare, stipend, allowances, and insurance. Qualified RSU faculty members and researchers are encouraged to apply before the October 16, 2026.

The Fulbright Advanced Research and University Lecturing Program for Academic Year 2027–2028, also known as the Fulbright Visiting Scholar Program, is now accepting applications from qualified Filipino academics and professionals interested in conducting advanced research and/or university lecturing at institutions in the United States.

The program provides an opportunity for scholars to implement research projects at U.S. higher education institutions, non-profit research institutes, and government institutions. In addition to conducting advanced research, selected grantees may also have the opportunity to teach university courses as part of their program.

The fellowship supports international academic engagement by allowing Filipino scholars to expand their research networks, gain exposure to academic practices in the United States, share their expertise with international colleagues and students, and contribute to knowledge exchange between Philippine and U.S. academic communities.

PROGRAM DURATION AND FIELDS OF STUDY
Grants are awarded for:
• Three (3) to four (4) months for advanced research; or
• Up to five (5) months for programs that include a university lecturing component.
NOTE: The program is open to all fields of study, except medicine, nursing, and research activities involving direct clinical contact, which are not supported or authorized under the program.

FELLOWSHIP BENEFITS
The Fulbright Visiting Scholar Program provides selected grantees with financial support that includes:
• International roundtrip airfare;
• Monthly stipend;
• Settling-in allowance;
• Professional development allowance; and
• Health and accident insurance.

ELIGIBILITY REQUIREMENTS
Applicants must meet the following qualifications:
• Must be a Philippine citizen residing in the Philippines at the time of application and selection;
• Must hold a doctoral degree or have equivalent professional training/experience;
• Must demonstrate English proficiency appropriate to the proposed research or lecturing project;
• Must be able to conduct advanced research or university lecturing in the United States beginning no earlier than September 1, 2027, and no later than May 31, 2028;
• Must be in good health to pursue the proposed research or academic activities in the United States;
• Must be committed to returning to the Philippines immediately upon completion of the program; and
• Must have no pending administrative or criminal charges and must not have been convicted of violating Philippine law.

NOTE: Individuals holding dual citizenship or permanent U.S. residency, as well as those currently living in the United States, are not eligible to apply. Individuals who are presently in the U.S. for study, teaching, research, or employment, or who have received a Fulbright grant within the past five years, are likewise ineligible. Those who have participated in the U.S. J-1 Exchange Visitor Program under the Professor or Research Scholar category within the past two years are also ineligible.
Preference will be given to qualified applicants who have not had recent and substantial experience in the United States. Advanced research grants are not intended primarily for conference attendance or the completion of doctoral dissertations.

APPLICATION REQUIREMENTS
Applicants must submit the following through the online application portal:
1. Completed online application;
2. Updated Curriculum Vitae/Résumé of no more than six (6) pages;
3. Project Proposal detailing the proposed research or lecturing activity at a U.S. institution, 3–5 pages;
4. Writing samples of no more than 20 pages and bibliography, recommended;
5. Letter of Invitation from a U.S. Host Institution, strongly preferred but not required;
6. Three (3) Letters of Recommendation;
7. NBI Clearance secured not earlier than six (6) months before the application;
8. Official or certified true copy of Transcript of Records; and
9. Official or certified true copy of Diploma/s.

All documents must be uploaded to the application portal. Although a Letter of Invitation from a U.S. Host Institution is not required, applicants are strongly encouraged to identify and communicate with their prospective host institution in the United States early in the application process.
