The Call for Applications to the Hubert H. Humphrey Fellowship Program for Academic Year 2027–2028 is now open. Administered by the Philippine-American Educational Foundation (Fulbright Philippines), the Humphrey Fellowship is a Fulbright exchange program that provides experienced Filipino professionals with the opportunity to undertake non-degree professional enrichment in the United States.
The Hubert H. Humphrey Fellowship Program is designed for accomplished professionals from various sectors who have demonstrated leadership potential and a commitment to public service. The program fosters the exchange of knowledge, professional expertise, and best practices on issues of mutual concern between the United States and participating countries, strengthening international cooperation and professional networks.
Unlike traditional academic degree programs, the Humphrey Fellowship emphasizes professional development through graduate-level, non-degree study, leadership training, collaborative learning, and practical engagement with U.S. institutions. Fellows are given opportunities to enhance their expertise, broaden their global perspectives, and establish lasting professional connections with experts and leaders from around the world.
The fellowship provides support, including:
